    As African nations ramp up efforts to expand airport infrastructure, industry experts caution that merely constructing new terminals and runways won’t solve the continent’s ongoing connectivity challenges. Recent discussions at the SAATM Pilot Implementation Project Airshow in Harare, Zimbabwe, highlighted these sentiments, calling for a more nuanced approach to aviation growth.

    With countries like Ethiopia, Rwanda, and Kenya investing heavily in their aviation ecosystems, the urgency to modernize is palpable. These upgrades are designed not only to enhance air travel but also to bolster tourism, a critical economic driver for many African nations. However, the question remains: will these investments yield the anticipated benefits?

    What happened

    During the airshow, Zimbabwe’s Transport and Infrastructural Development Minister, Felix Mhona, emphasized the need for contemporary aviation facilities to address the continent’s constrained air services. Yet, aviation consultant Sean Mendis urged caution, arguing that infrastructure development must be aligned with genuine market demand rather than motivated by political aspirations.

    While airports in countries like Zimbabwe, Tanzania, and Uganda are experiencing significant growth, Mendis noted that some projects may lack a solid foundation. For example, Uganda’s forthcoming Mbarara Airport may be underpinned more by ambition than actual demand. In contrast, he cited the poorly performing Ho Airport in Ghana, which, despite a $25 million investment, has struggled to attract passengers since its grand opening in 2017, leading to operational suspension due to low patronage.

    The implications of this airport expansion discourse are multifaceted. Africa’s aviation sector is poised for growth, yet without strategic planning, investments could become monumental white elephants. As global air travel rebounds, the continent’s ability to integrate into the world economy hinges on efficient and well-utilized transportation networks.

    The current landscape reveals vast discrepancies in airport usage. In Nigeria, for instance, a staggering 90% of air traffic is concentrated in just five out of 32 airports. Many state-operated international airports serve merely as facilitators for pilgrimage flights, raising questions about the effectiveness of tax dollars spent on such ventures.

    The bigger picture

    While it may be tempting to view new airports as the solution to connectivity woes, real progress hinges on a synthesis of infrastructure and operational viability. Mendis points out that the aviation sector thrives on economic principles; unless airlines can profitably operate within existing frameworks, even the most ambitious infrastructure plans may falter.

    This interconnected nature of infrastructure and market demand is exemplified by Zanzibar’s successful transformation following the construction of a new international terminal. Its rapid ascent into one of Africa’s fastest-growing airports serves as a case study for investment driven by necessity rather than ambition.
